Onboard training, an integral part of the approved training program for pre-Sea Courses.

Applicable to: Maritime Institutes, Pre-Sea Course Candidates
Effective Date: 24.10.2018
Superseded Circulars: Section 16 of DGS Training Circular 01 of 2018

Key Changes and Requirements

1. Onboard Training Clarification

The Directorate clarifies that "placement" refers to placement for onboard training, not jobs. It replaces Section 1.12 of DGS Order 07 of 2016.

  • STCW Convention: Defines competence required for certificates of competency or proficiency.
  • Approved Training Programme: Combines onshore education, training, and approved seagoing service.

2. Maritime Institutes' Obligations

MTIs must have MoUs with shipping companies for onboard training, admit only candidates covered by these MoUs, and ensure 85% of candidates commence onboard training within 12 months of course completion.

  • MoU: Must be verifiable and with DGS-approved companies.
  • Admission: Only for candidates covered by MoUs.
  • Onboard Training: 85% of candidates must commence within 12 months of course completion.
II/4  Onboard training is a mandatory part of the approved training program for Pre-Sea Courses.
Important Note

MTIs must maintain records of all Pre-Sea Course students until they obtain their certificates. Non-compliance may result in reduced intake capacity or withdrawal of approval.
