Addendum to Training Circular No 6 of 2025 on Swimming Pool

Applicable to: All Maritime Training Institutes (MTIs)
Effective Date: 15.12.2025
Superseded Circulars: Training Circular No. 6 of 2025

Key Changes and Requirements

1. Swimming Pool Dimensions

All MTIs conducting pre-sea courses, PST, BST, or Refresher courses must have a swimming pool of the following dimensions:

  • Length: 50 feet
  • Breadth: 30 feet
  • Depth: 3 to 12 feet (varying longitudinally)

2. Jumping Platform Height

For PST/Refresher training in PST/BST, the jumping platform must be at least 2 meters high.

3. Tie-up Arrangements

Tie-up arrangements with external facilities are prohibited, except where expressly allowed by DG Shipping based on an inspection and recommendation by the Principal Officer. Permitted tie-ups are valid until 31 December 2025.

4. Distance from Main Campus

The maximum distance between an MTI's main campus and any practical training facility (e.g., swimming pool, fire mock-up) is 80 kilometers. If the facility is 10 kilometers or more away, the MTI must disclose the distance and travel requirements to all candidates at the time of admission.

5. New MTI Approval

No new MTI will be approved to conduct courses requiring a swimming pool or waterbody unless the requirement is fully met.

II/4  Swimming Pool Maintenance and Safety Standards
  • CCTV Surveillance: 24-hours CCTV surveillance of the pool and surrounding area is mandatory.
  • Filtration System: A suitable filtration system must operate at least two hours before and after practical training.
  • Water Quality: Chlorine levels must be between 1.0~3.0 ppm, pH between 7.2 and 7.8, and water quality testing must be done in NABL India-accredited labs at a defined frequency.
  • Washroom Facilities: All washroom facilities adjoining the swimming pool must be cleaned and sanitised routinely.
  • Record Keeping: MTIs must maintain complete records relating to swimming pool operations and safety for a minimum of five years.
Important Note

MTIs that have completed construction of swimming pool and/or waterbody facilities after the issuance of Training Circular No.6 of 2025 must apply to the jurisdictional MMD for verification by 15 January 2026. Failure to comply may result in the withdrawal of course approvals.
