ADVISORY NOTE for MTIs, Candidates, Faculties etc.

Applicable to: Maritime Training Institutes (MTIs), Candidates, Faculty
Effective Date: 21 January 2018

Key Changes and Requirements

1. Agent Misconduct and Admission Issues

The Directorate has received complaints about agents misguiding candidates and not fully paying institute fees, leading to incomplete courses and exams. Some MTIs have been holding candidates' original Continuous Discharge Certificates (CDCs) unauthorizedly.

  • Action Required: MTIs must not use agents for admitting candidates. Direct link with candidates is mandatory for payment, admissions, and certificate issuance.

2. Faculty Misuse and Employment Contracts

Some MTIs are using merchant navy officers' names as faculty without their knowledge. In some cases, certified officers allow their names to be used without proper employment contracts.

  • Action Required: MTIs must have proper legal employment contracts with faculty. CoC holders should not serve onboard ships while registered as permanent full-time faculty.

3. Certificate Issuance and Course Conduct

MTIs are issuing certificates without proper courses and conducting courses after approval withdrawal. Some candidates are requesting certificates without attending courses.

  • Action Required: MTIs must not issue certificates to candidates who have not completed training. They must also ensure courses are conducted only with valid approval.
Non-compliance: MTIs failing to follow the advisory note will not be able to upload batch details on the DGS website, and their approvals will remain suspended until further notice.
