Key Changes and Requirements
1. Non-availability of sufficient on-board training opportunities — STCW Convention, 1997
The STCW Convention, 1997 requires enhanced training for seafarers. While Indian MTIs have grown, the limited availability of on-board training berths and the shipping industry recession has made it difficult for trainees to complete their mandatory sea-time.
- Impact: Trainees are unable to complete their 'sea-time' required for CoC examinations, even after completing pre-sea classroom training.
2. MTIs to operate Recruitment and Placement Services (RPS) — DGS Order No. 2 of 2013
The DGS has extended the facility for approved MTIs to operate their own RPS to help place their trainees on-board ships for completing the required sea-time training.
- Eligibility: MTIs established before 31.12.06 and registered under relevant Indian statutes.
- License: MTIs can obtain a provisional RPS license valid for 6 months, renewable upon submission of Form-IX.
- Placement: MTIs can place trainees trained in their institutes only under this order.
