Key Changes and Requirements
1. DSEO Authorisation
DSEOs in Mumbai, Chennai, and Kolkata are now authorised to:
- Issue/Renew/Reissue RPS licenses upon satisfaction of the RPS Rules
- Issue show-cause notices to license holders based on inspecting authority reports or complaints
- Suspend/Withdraw licenses after considering replies to show-cause notices and communicating the order to the license holder and PO MMD
2. Appeal Process
Any aggrieved person may appeal within 30 days:
- First appeal to the jurisdictional PO MMD
- Second appeal to the Director General of Shipping, Govt. of India, Mumbai
