Safety Management System

Applicable to: Ship Managers / Ship Management Companies
Effective Date: 22nd August, 2005
Superseded Circulars: None mentioned

Key Changes and Requirements

1. Document of Compliance (DOC) Surrender

The Directorate has noticed that companies are voluntarily surrendering DOCs after incidents/accidents. This is concerning as companies are obligated to implement an effective Safety Management System and are morally responsible for its continuation.

  • Action Required: Ship Managers / Ship Management Companies should proactively provide evidence of the "effectiveness of the Safety Management System" as required by the Code, especially after incidents/accidents.

2. DOC / SMC Issuance and Surrender

As per the Merchant Shipping (Management for the Safe Operation of Ships) Rules, 2000, DOCs / SMCs once issued cannot be voluntarily surrendered after a casualty until a satisfactory verification audit and inquiry are completed under the M.S. Act 1958 as amended.

Important Note

Companies should not surrender DOCs without completing the required verification audit and inquiry process.
