Key Changes and Requirements
1. Resumption of Practical Training
Practical training in MTIs can resume under controlled conditions following a risk assessment and mitigation methodology detailed in the attached Standard Operating Procedures (SOPs).
- Pre-Sea MTIs: Can start conducting practical training after compliance with necessary conditions detailed in the attached SOPs for post-Sea MTIs.
- Post-Sea MTIs: Can prepare for opening and conduct practical/simulator training pending issuance of an addendum to DGS Order 20 of 2020 with necessary modifications.
2. Swimming Pool Restrictions
Recognizing that swimming pools are not permitted to operate, the practical part of all STCW courses that require candidates to enter water is not permitted. After the opening of swimming pools, the provisional certificate will be made a regular certificate for the full period.
3. Medical Course Restrictions
All candidates after completing the Three-Tier Mechanism of Training comprising of E-Learning, Virtual Classes/Live Video Sessions/Remaining Practical at MTI and Exit exam shall be issued a course completion certificate valid for 18 months. After the risk of visiting a hospital is reduced, the provisional certificate will be made a regular certificate for the full period.
MTIs are advised to strictly follow the SOPs and guidelines issued by the Ministry of Home Affairs, Government of India, and the concerned state governments/authorities within their jurisdiction.
