Regulations on energy efficiency for ships MARPOL Annex VI
Applicable to:
All Indian-flagged ships of 400 gross tonnage and above
Effective Date:
15th January 2013
Superseded Circulars:
None
Key Changes and Requirements
1. Energy Efficiency Design Index (EEDI)
New ships and existing ships undergoing major conversions must meet EEDI requirements. EEDI is calculated based on ship type, size, and propulsion system.
- Attained EEDI: Calculated for each ship by a Recognized Organization (RO) and verified as part of survey and certification.
- Required EEDI: Maximum allowed EEDI value for a specific ship type and size, calculated using a reduction factor from the reference line value.
2. Ship Energy Efficiency Management Plan (SEEMP)
All ships of 400 gross tonnage and above must keep a ship-specific SEEMP on board, which may form part of the ship's Safety Management System (SMS).
- Verification: For new ships, during the initial survey before the ship is put in service. For existing ships, during the first intermediate or renewal survey on or after 1st January, 2013.
- No approval required: SEEMP does not need to be approved by the Administration or its RO.
II/4 Energy Efficiency Operational Indicator (EEOI) is recommended for monitoring energy efficiency but not mandatory.
Important Note
Ship owners/operators should be aware that States may deny entry to ships not complying with Regulations 20 and 21, even with a waiver granted by the Administration.
